Autodesk describes a soft mod as "a deformer with variable falloff attributes that lets you push or pull 3D geometry much like a sculptor would push or pull on a piece of modeling clay to change its form".

RIGGING WITH SOFT MODS Tutorial While performing the role of Supervising Environment Artist, I was assigned Models, UV's and Rigs from time to time.

I was assigned a garden hose for rigging. In the storyboards a large bulge of water travels along the length of the hose.

My first inclination was to use a sculpt deformer, which would work quite well, but I'd been using sculpt deformers for a decade then and I wanted to see if there were other ways to achieve the same effect that would be new for me.
